The mishkan is created as a microcosm of heaven and earth. There are two sets of descriptions referring to creation of the world--one referring to the actual creation of the world, and one referring to Gan Eden. In the regular way of the world, Adam is brought onto the scene after everything else has already been created. However, Adam is first brought to Gan Eden, and only afterwards does Hashem cause the earth to bring for the vegetation, rivers, and animals. When building the mishkan, Betzalel understood that it needed to be done in the regular way of the world, with the actual construction of the structure before the utensils. In this way, man can dominate the physical and bring in spirituality.
