The second aliya describes the moments of meeting the Egyptians who are chasing after the Jewish people at the Yam Suf. The Jewish people are told to be quiet when they cry out to Hashem. This war contrasts to the war waged against Amalek in various ways. This is a time of praise to Hashem, of watching as Hashem does it all, not a time of davening to Hashem as we fight. Praise is recognizing it is all Hashem.
