In the second aliyah of Parshas Matos, we learn about Hashem instructing Bnei Yisroel to fight Midyan. Moshe Rabbeinu needs to take part in this war before he dies, and Pinchas is instructed to lead Bnei Yisroel into battle as well. These 2 leaders have specific connections to Midyan, and both of them need to fight against Midyan's corruption of the bris and purity of Bnei Yisroel. Moshe is above the bris, representing the deep connection to Hashem alone, while Pinchas fights within the realm of bris.
